The Small Software Business Alliance represents small and medium technology companies, independent developers, and other small business advocates in creating tax policies that enable American small businesses to compete and win on the global stage.
Working closely with ACT | The App Association, the SSBA is advocating for a common sense tax policy environment that supports risk taking, innovation, and American competitiveness.
Small businesses are the backbone of the U.S. economy and providing them with the necessary tools and resources to succeed is paramount for sustained economic growth across the nation.
LEADERSHIP

Alexandra Cooke - Executive Director
Alexandra Cooke is the senior director for global membership at ACT | The App Association. In her capacity as executive director of SSBA, Alex supports small software businesses in their fight to restore and retain the critical R&D tax deduction, a critical growth expense that allows these businesses to drive innovation and create incredible technology. Her decade of experience working with small and medium-sized businesses across verticals has given her a unique perspective on the intersection of technology, policy, and innovation. In both of her roles, Alex engages directly with App Association and SSBA members, distilling global regulatory and legislative issues impacting their businesses. In addition to assisting members with understanding a wide variety of policy issues, Alex champions opportunities for innovators and entrepreneurs to directly participate in advocacy and promotion of their products and ideas, both with policymakers and the general public.

Jong Hun Chung - Policy Lead
Jong Hun Chung is the Policy Associate at ACT | The App Association, where he contributes to public policy initiatives supporting small business innovators in the app technology sector. His expertise spans banking and fintech regulation, fiscal planning for state and local governments, and trade association advocacy. A 2021 graduate of Virginia Tech with a B.A. in Political Science and minors in PPE (Philosophy, Politics, and Economics) and STL (Science, Technology, and Law), Jong collaborates with industry, academic, and regulatory leaders to address key issues such as digital tax policy. His work centers on fostering dialogue and advancing an R&D-driven ecosystem to fuel innovation and creativity in the digital economy.
